Summary of facts

Charles T. was a regional doctor and director of the hospital in the Kibuye region.

He was reportedly one of the planners of the genocide, inciting the local population to murder Tutsis.

As director of the hospital, he allegedly used his position to set up checkpoints in front of and inside the hospital to allow Interahamwe fighters to detain and kill Tutsi patients.

In addition, he is accused of having participated in the massacre of the family of another doctor, Dr. C. Kalimwabo, and of having blocked medical aid to the thousands of Tutsi refugees gathered at the Gatwaro Stadium.

In 1994, Charles T. fled to Zaire (now the DRC) and remained in Benin until 2006. In 2006, he settled permanently in France, where he obtained French citizenship in 2009. Until 2018, despite the charges against him, he worked in various local hospitals.

Amnesty International France recalls that everyone is presumed innocent until proven guilty according to law.
