Summary of facts

Yehven B. is a Ukrainian citizen and pro-Russian separatist. He was reportedly detained from April 2017 to December 2019 at Izolyatsia, a prison controlled since 2014 by members of the self-proclaimed Donetsk People’s Republic (DPR). During his detention, he allegedly enjoyed privileged status within the prison after being recruited by members of the administration. He allegedly committed crimes, including alleged acts of torture and ill-treatment, against Ukrainian detainees.

In December 2019, Yevhen B. was released from Izolyatsia as part of a prisoner exchange between Ukraine and the DPR. Fellow detainees released at the same time immediately reported his acts to the Ukrainian authorities, leading to the opening of a national investigation. In the fall of 2022, Brazhnikov reportedly left Ukraine to settle in France, where he reportedly applied for asylum.
