Summary of facts
Félicien B. was allegedly a member of the National Republican Movement for Development and Democracy, a Hutu-dominated Rwandan political party that ruled the country during the genocide.
According to the ICTR Trial Chamber judgment of February 25, 2004, Félicien B. allegedly participated in 1993 and 1994 in at least 2 meetings aimed at inciting, preparing, organizing and committing genocide, and in the recruitment of young people for military training at Bushenge Hospital.
In addition, Félicien B. allegedly planned the massacre of approximately 6,000 Tutsis in the former Cyangugu Prefecture.
He also allegedly made the massacres at Shangi parish possible by organizing the removal of 42 Tutsi from there.
As the Rwandan Patriotic Front advanced, Félicien B. went to France as a refugee.
Amnesty International France recalls that everyone is presumed innocent until proven guilty according to law.
