Dominique Ntawukuriryayo is a former sub-prefect of Gisagra, in southern Rwanda, who allegedly took part in killings in which 25,000 Tutsis were reportedly killed on the hills of Kabuye, in southern Rwanda, between April 21 and 25, 1994.
