Summary of facts
French-Israeli members of the Israel is Forever and Tsav 9 groups allegedly took part in actions blocking trucks carrying humanitarian aid to Gaza. These blockades allegedly took place from January 25 to 28, 2024, from February to June 2024, and in May 2025.
The Union juive française pour la paix, an anti-Zionist association, and a French-Palestinian woman, 13 of whose family members still live in the Gaza Strip, argue that these actions blocking humanitarian aid contributed to the famine in the Gaza Strip.
Amnesty International France recalls that everyone is presumed innocent until proven guilty according to law.
Legal proceedings
May 22, 2025: the Public Prosecutor’s Office opens a judicial investigation into “complicity in genocide”, “incitement to genocide” and “complicity in crimes against humanity”.
In July 2025: the Criminal Chamber of the Paris Court of Appeal requests warrants to bring (mandats d’amener) against Nili Kupfer-Naouri, president of the organization Israel is Forever, and Rachel Toutou, spokesperson for the Tsav 9 collective. The two activists are suspected of public and direct incitement to genocide by calling for supplies to the people of Gaza to be blocked and by dehumanizing them. Around ten other persons could reportedly be targeted by warrants to bring.
